.The House passed H.R. 4 – the Rescissions Act of 2025 – last week by a vote of 214 to 212. I was pleased to vote in favor of the common sense package because it rescinds $9.4 billion of previously appropriated funding by Congress that simply don’t align with the priorities of the United States, especially at a time when we are more than $36.2 trillion in debt.
In recent months, DOGE has uncovered the wasteful, fraudulent and abusive spending of taxpayer dollars by the federal bureaucracy. We must cut wasteful government spending that is misaligned with America’s values.
This rescissions package is the first of many that President Trump plans to send to Congress. Specifically, this package cuts previously appropriated funds for USAID, the Corporation for Public Broadcasting and other international organizations.
The Constitution delegates the power of the purse to Congress. The Impoundment Control Act of 1974 allows the president to send requests for cancellations of wasteful funds to Congress in the form of rescissions. This legislation is a great step in the right direction to restore America’s fiscal health. Rescissions only require a simple majority to pass in both chambers, and the legislation now moves to the Senate.
